I know the only real answer to this it to come into the shop and get sized...but I'm having a problem getting by there. Is there a rule of thumb for sizing a cross bike top tube vs. a road top tube? If one must error shorter or longer vs. the road top tube, which way to go? Thanks!

Rule of Thumb. One size smaller than your road frame. i.e. you ride a 60 road, cross = 58. But yes the Only Real Answer is held deep within the shop. ... May the Shop be with you. ;D

I'm thinking of getting Sarah a cx bike; hopefully a Cross Check if it fits her. Is there any difference in the fitting philosophy for a cx bike, and a or road bike if you plan to use the bike on the streets as opposed to cx racing? If the cap fits, wear it right?

If your not racing CX or using it offroad then stick to normal sizing methods, standover then reach.
